This guide has been develpoed in response to calls from NILGA Members seeking a guide to the many acronyms surrounding the waste mangement agenda in relation to the work of local government.

The Councillors Handbook

This Handbook has been completed by the Steering Group for Elected Member Training as a basic introduction and guide to your role as an elected member.

NILGA Final Response to the Emerging Findings Paper

NILGA have worked closely with SOLACE to prepare response papers to the Emerging Findings Paper. In light of the anger with this Paper, NILGA is delighted with the unprecedented agreement from councils, SOLACE, MLAs and academics aligning with the NILGA response. Ald. Arnold Hatch has expressed his satisfaction that most ministers have agreed to meet NILGA. He particularly welcomed the letter from the Minister for Social Development confirming her commitment to transfer urban regeneration to local government (which equates to 75% of the total activity to be transferred by budget).

Paper for Strong Effective Local Government in Northern Ireland, by Colin Stutt

NILGA/SoLACE Commissioned Colin Stutt to produce a best practice research paper based on other regions both in the UK and Ireland. This paper highlights key priorities for Strong, Effective Local Government. The 10 page Executive Summary is also availible.

NILGA/SoLACE Manifesto for Strong, Effective Local Government

The Manifesto for Strong, Effective Local government was launched on the 12th of September. Over 100 people attended the launch and the document has now been circulated to our partner organisations and all MLAs and Councillors. We have also sent 30 copies of the Manifesto to each council. We are requesting that councils organise local activities to promote the campaign. More copies of the manifesto are available from the office on request.

On 25th May 2007 following NILGA member's full meeting, members were invited to join the National Association of Councillors (NAC) for their meeting.  At this meeting Environment Minister Arlene Foster gave the keynote address.  The above document outlines key areas from the Minister's address and notes questions and answers that were put to the minister from those in attendance.

On 16th May 2007 a cross - party delegation of members of NILGA met with  Arlene Foster MLA, the new Minister with responsibilty for local government.  This document outlines what was discussed and states key outcomes form the meeting.

This document states those outcomes that local government wish to press for.  It focuses on long term and short term priorities and looks at each work stream and identifies priorities for each aspect of work.

Vision Summary.doc

This vision document is based on two years of work with the RPA team and informed by other lesson of experience in other jurisdictions.  It sets out a blue print for the development of strong democratic local government and improved service delivery for the foreseeable future.

Final RPA Response- September 05.doc

This document outlines NILGA’s Response in September 2005 to the Review of Public Administration (RPA).  Given the breadth and diversity of the Local Government sector the views presented in this response seek to highlight the key areas of agreement and considers functions, generic issues and the implementation of the RPA.

 

A Local Government Prefered Approach:Transfer Principles

This paper outlines Local Governments preferred approach to delivering on the Review of Public Administration to create strong local government and considers the four guiding principles set out by the Secretary of State on the 22 November 2005 on which the Review of Public Administration would be based.

Review of Local Government Taskforce - Final Report - Oct 2006.doc 

This report provides the results of the IDeA review of Local Government Modernisation Taskforce.  It puts forward a revised format in terms of structure, remit and delivery mechanisms for this Taskforce. It makes recommendations on the key issues that emerged through consultation with a wide range of stakeholders.   It emphasises the need to underpin the workings of the Taskforce and to set these within the right climate and environment, to make it more streamlined, focused and effective in supporting and driving local and central government responses to the Review of Public Administration.

 

"Modelling NILGA's Future - Final Report" - IDeA September 2006 (265 Kb)

 

This report from the IDEA assesses the critical role which a local government association for Northern Ireland should play over the next three years in the context of implementing the modernisation of local government and ensuring that the sector meets the challenges of the Review of Public Administration (RPA).
